Efforts to restore power after Hurricane Harvey began even before the hurricane hit. Co-ops enacted their storm disaster plans by putting crews and contractors at the ready. Mutual aid agreements were in place, and officials from NRECA all the way down to small co-ops in Texas participated in strategy sessions. This gallery of photos from some of the affected co-ops shows the adverse conditions under which linemen toiled to bring back power and hope to thousands of co-op members.
